George Carlin easily. Louis C.K., Eddie Izzard, Billy Connolly, and Mitch Hedberg are all fantastic too.

I'm a big Lee Evans fan, massive. But I wouldn't say he was the best in the UK.
I'd probably spring for someone like Jack Dee, but it depends what mood you're in because Lee Mack is really funny too.

Little known fact I'm not pulling this out of my ass you can watch his true hollywood story. Tim Allen pre comedian was a big coke dealer. Got busted for trying sell 45,000 dollars worth of coke to an undercover cop. Went to jail, got his ass kicked for awhile until one day for some reason midst of getting his ass beat he whips out an elmer fudd impersonation and the guy stopped. He became popular with the inmates due to his humor, all of which suggested stand up comedy. He was released on good behaviour. It's on wikipedia too.
Arrests On October 2, 1978, Allen was arrested in the Kalamazoo-Battle Creek International Airport for possession of over 650 g (1.4 lb) of cocaine. He subsequently pled guilty, and provided the names of dealers in exchange for a reduction in his sentence from a possible life imprisonment to a possible three to seven years. He was parolled on June 12, 1981 after serving 28 months in the Sandstone, Minnesota Federal Correctional Institution.
A POUND AND A HALF OF COKE. DAAAAAAAAAAMN.
Also I can't list my favorite comedian as I have to many.
