Papal visit to the UK this week

I hear they're spending £10M on security in Scotland alone for this visit. As well as shutting down major motorways and telling people to stay home and not travel to work to avoid the crowds. In this current financial climate, is all this really necessary?

I'm not a religious person though, so I fully admit I don't see this as the huge deal that a lot of people do.
