From what I understand they're claiming 15 Premiership wins but they have far less, right?

Several states have their own football league. The then VFL while it did include some interstate teams for various reasons became the official national league in 1990 and changed its name to the AFL. However there is still a VFL comprised entirely of Victorian teams and mostly serve as farm teams for their AFL counterparts.
Its like how Montreal technically won the Stanley cup like 46 times but have only officially won it like 26 times.
